More than half of all tips are not reported, they just pocket the cash. And they report they received exactly enough tips to be at minimum wage, I thought that part was in this report but it seems to be in a different report. In States with a lower tipped minimum a suspiciously high number of tipped employees make exactly enough in tips to be at exactly minimum wage
