5% was under consideration, but they rolled it back because remittances are like 20% of mexico's gdp. apparently we need to pressure mexico, not crush them utterly.
anyway, it's going from 0 to 1% which is a good start. finally getting some revenue streams that don't directly disincentivize american productivity.
