The image you posted literally shows you're wrong. Absolute dollars decrease because that top bracket already pays significantly more than any other bracket by both % of their income and % of total revenue.

The round of tax cuts Trump wants to make permanent moved corporate taxes on stock buy backs from 37% to 21%. Trump even commented on the failure of his bill to produce a benefit to workers and consumers by saying "he didn't know" they would just manipulate stocks and give themselves huge payouts. Rubio floated the idea regulate stock buy backs (which used to be illegal until Reagan) and the finance industry threw a bitch fit.
