Any U.S. citizen who has committed more than one violent felony in State A (let's again use MD) cannot freely travel out of that state and relocate to State B. Appoint Highway Patrol in each state to check car plates and use law enforcement apps such as (in CA) CLETS to check each motorist or bus passenger entering or exiting a given state. If a felon is found in the car or on the bus, he or she is obliged to exit the vehicle and turn back and return to his or her origin state where the crime was committed. This reduces intrastate crime and the burden of "desirable states" caring for and being further victimized by the same people who commit felonies then use "geographic reinvention" to evade any real punishment for the crimes they committed. If able to pass and relocate, they can simply use an alias, reinvent themselves and commit the crimes all over again.
