The biodefence commission is doing a threat assessment of a bioattack scenario, and you take that as evidence of a false flag? You do know the DOD does threat assessments and emergency scenario planning for everything, right? From a rabies-like outbreak, alien invasions, meteor strikes, etc. It is a large part of training junior officers to handle emergencies.
