You're talking about end nodes decrypting traffic exiting the tor network. It's not a meaningful "flaw" anymore due to https. Tor was developed before https. The other issue is correlation attacks, control enough exit nodes and guard nodes and you can figure out who is seeking which locations. It takes a lot of resources, and even with enough its not 100% to correlate everyone, which is why it's considered theoretical.
