Politicians say and do whatever to maintain power, and giving away taxpayer money to losers to secure their power is as American as apple pie.
The solutions aren't off the table, but it will be a fight to convince people that they are solutions. It will require wealthy blacks to open up businesses protected by private security in high-risk areas to bridge the gap, plus heavy self-policing like what was more common in the 50s and 60s. In short we need to advance our society the same way every other race did, but with the mild disadvantage of starting late.
