If those factories were set up in Cali, not only would Cali unionize the tech sector, but they would likely start serious talks of secession. China has like no labor unions to speak of and their government relies on private contractors, it's an ideal situation. Compare to the UK in the 60s where the unions were following strict Victorian guidelines to the extent that they couldn't even get an early lead on implementing CNC machines despite being an early adopter.
