Because the monument is a completed art piece, made with the attitudes and inspiration at that time and even had to end up being completed by the original artist's son after the guy passed away. He had no intention of other presidents or figures being later added, though he DID say he chose the mountain for the potential for someone to make their OWN art using the other rock formations which would also be visible from the same area more or less.
