The fact of the matter is that total-mobilization wars like those of the XXth century will not happen ever agin, as countries are ever more interlinked by commercial agreements.

The Ukranian-Russian war is a clear example of contemporary wars. Despite being invaded by a foreign military, it doesnt even have the will to implement full mobilizations and nationalizations. Its military war-effor literally runs on foreign aid and civialian donations
