No government is ever going to pay down their debt. It's a joke.
"Paying down the debt" means throwing money into a furnace, nothing else. There's always more shit going on with economics. You can kind of control inflation by producing more shit. Money is supposed to represent the total amount of goods and services available. (When car production hit the shitter in 2020-21 the price of cars spiked, this is looking at supply and demand from the opposite angle than normal.) So if you make more money, but the economy is producing more too, then there's an illusion that the price is staying the same even though the supply keeps increasing (pro-tip this is also why your wages are so low, the pay is "the same" and the labor supply keeps increasing).
So the game in western civilization is to create money ("debt") to facilitate more production (programs, incentives, infrastructure), and hope it all balances out or winds up in your favor. But this is a petri dish civilization where it just consumes everything it can until it runs face first into barriers. Back when you could just invade the next nation and take all their shit and land that could keep the petri dish going, but there's no more European wars in the atomic age (Ukraine is a land grab, not a total war, Putin wanted Ukraine intact), and no more native American lands to pillage. The realization that the old petri dish model is incompatible with finite resources has not actually been realized.

Every year Nation A builds an apartment block for 10 million dollars out of stone and it will be useful for the next 300 years.
Nation B builds 100 homes out of cardboard for 10 million dollars that will need replacing in 30 years.
Nation A will eventually be full of durable wealth (Europe) but Nation B will still be dirt poor but have a higher GDP. You might want to think of the USA for Nation B but China is a better example, they're mandated to raise GDP and the go-to is to built ghost cities out in nowhere.
