A team of assassins was to meet at the room. After arming themselves the team was to use the stairwell to get up to the floor MBS was on, break open the stairwell door , fight through MBS's security detail and kill him.
The plan was foiled when a hotel security guard who was investigating a noise complaint used his pass key to open the door to Paddocks room and saw all of the weapons and ammunition arrayed on the floor.
The shooting at the Harvest Festival across the street was done by members of the assassination crew to create a distraction to allow their escape from the hotel.

Some other info, I have a secondhand but fairly believable account of cell phone footage of armed rifleman running around in the festival crowd. I always thought that implied white hats may have known of a planned attack, but had thought it would occur like a typical mass shooting, not a spray from above. The Saudi prince may have just been there coincidentally...which is not much of a stretch. Also overt assault assassinations don't seem to be common anymore. Usually they do it with some plausible deniability.
