It's both. Internationalist diaspora jews want diversity so that they can blend in, zionist jews want conflict with moslems and to ship moslems out of their desired territory. If the rest of the Arab world took in the refugees it would be easier to form your European-Muslim alliance but since nobody in the region wants Palestinians due to their reputation for causing trouble they instead go to Europe and cause trouble while also being the face of Islam in Europe.
