This is a good thing. Colleges have been exploiting this infinite money hack for too long. Jacking up the tuition to make students borrow more. Once the enrollment numbers go down these greedy fucks will finally have to lower their costs or lower the presidents' salary and cut funding for their precious niggerball stadiums. They'll probably just pay professors less (which is good in many cases) to keep the status quo, though.

Private banks then would hold back more, also forcing students to hold back or choosing a cheaper school, and with the third order effect would be Universities revisiting how much they charge tuition.

There has to be a limit though. If nothing changes, tuition will reach a point were people have to borrow so much non-dischargable debt, many graduates will effectively become debt slaves to the federal government and private institutions. They will never live long enough to pay off their tuition. Student loans are already predatory in that interest can balloon higher then the initial principle amount itself. Basically, if you ball out on a six figure loan and it doesn't work out after graduation because companies are using H-1b jeet slaves instead, you're financially fucked.

This is a backdoor subsidy for the ((banks)) and other ((lending institutions)). the cost of higher education in the USA has been going down on average. nobody pays the sticker price. ironically, the colleges with the most expensive tuitions also tend to have the most generous scholarships, whereas colleges with cheaper degrees require students to pay full price.

and like i said, this is tragic, because the high base price at large colleges discourages poor people from even applying when, after factoring in scholarships, those colleges are actually less expensive than cheaper colleges.

Giving out loans is the best business there is, and the riskier loans you can dish out, the higher the likelihood that the government will have to give you gibs.

All the President can do is set the federal budget. Imposing on private companies and institutions is something else. AT BEST he can leverage something like this against them because it will affect how much money they get from the Gov.
but the President isn't a dictator. The office can't simply cap what you agree to with someone else.
Congress can, to an extent. But the Executive's budget proposal is necessarily not going to touch anything you mentioned.
