Short answer: Bad lazy ignorant parenting.

Long answer: they don't know better. Assume they are trying their best but lack certain levels of understanding on how to properly prepare a child to survive the modern world. Maybe their parents treated them the same way and it worked out ok. Maybe things weren't as hostile back then. They probably assume the world hasn't changed much and you'll have the same opportunities they had. There could also be the element of mental decline which results in poor decision making. For most men, around age 27 is peak physically. Afterwards, everything goes downhill. Assume this is his best. Is it good enough? No, but at least he tried.
