The Germans started rearming en masse in 1933, the allies from 1936 and onwards. Early in the war the allies has to catch up, when they did the war turned quickly.

If you compare the eastern front lines of ww1 and ww2 you see the difference. And going from trench in ww1 to open warfare in ww2 required more personel and armaments, the Germans never had the capacity to produce more than the Soviet Union, no less the allies as a whole.
