This was a theoretical scenario used to underscore the importance of the recommendations in a proposed bill, not an actual prophecy of an imminent attack. Some bad elements like David Martin ran with it as if it was legit, in order to make actual concerns regarding bio-warfare seem silly when it didn't pan out.
