JAPAN IF YOU REALLY WANT TO INCREASE BIRTHRATES..

Since Japan has alot of abandon properties, properties would be rebuild, restored, remodel by the government and gifted to children born in this scheme at 18 allowing them to leave the orphanage and move into a house, apartment, etc.
The government would keep day to day expenses paid till 25 years with university extending to 30 years old.
That's how you increase your birthrates. otherwise your just taking birthrates from one country relocating them to another without actually addressing the problem.
