Flash flood watches were issued the day before in Hill County, TX. Warnings were issued 2-3 hours before.
The area is colloquially known as flash flood alley because of how often this happens.
Per US department of commerce, the average lead time for flash flood warnings hovers right around 60 minutes.

My parents owned property there when I was early teens. A year into owning it a flash flood carved a 45 foot canyon through the creek and wiped out property thereby erasing land and almost every house around our property (we didn’t have anything built on it yet). I don't think they were defunded, and none of there weather systems went offline due to funding issues. The biggest thing that I think Trump even did to them was tell them to stop the dei hiring process, which of course won't happen.
