You are close to the truth. Most of the gold isn't owned by the rich in India but the middle class. It's their form of savings, gold is bought during festivals, during child-birth or any important occassion. Even if it's in a small quantity say 10 gram, people would still buy it and put it away as their savings. This is then passed on to their future generations. Repeat and rinse.

I myself own about 3.4kgs of gold just sitting in a bank locker somewhere lol and I buy 10 gram of gold in biscuits (not including jewelry) whenever the price goes down. When I reach 60 i'll either pass it on to my kids or if my financial situation is not good, sell it off and live comfortably.
