Do a simple google search and see for yourself the reason they are retroactive is because SCOTUS cannot make laws and SCOTUS cannot amend the constitution thus when they make rulings on things like the 14th Amendment those rulings are applied RETROACTIVELY because they are seen as making as interpreting the constitution as it ALWAYS WAS.

Unless SCOTUS specifically says otherwise in their majority opinion. It can also be applied retroactively in a limited fashion again if SCOTUS specifically gives a start date when Retroactivity applies, but by DEFAULT their rulings apply retroactively.

And even if in their majority opinion they choose to not make it retroactive they still have to justify the reasoning behind why they are doing so.

In the case of the 14th amendment it could be applied retroactively all the way back to when it was ratified in 1868. Or it could be applied retroactively until 1929 when the Permanent Resident Card system was created by congress, or it could applied retroactively for some other date or date-range depending on if they think they can justify it within the scope of the US Constitution.
