I don't think they're even that effective, given how fast and nimble the drones are. They'd be most effective at a range where the spread is large enough and distance is far enough to get at least a couple of shots in their direction (approximate direction, as you sure as hell don't have the time to aim), and that gap is closed pretty fast.
At closer ranges it doesn't take that much movement to get out of the cone, and the russkie goes boom. Equipping each soldier with a shotgun makes them slower and more vulnerable to convetional threats, and might also increase the risk of frenly fire as troops might be less aware of their surroundings when trying to track a fast moving target that moves at the same level as themselves.
Given that the chance to hit probably isn't that much higher than with AK, shotguns are probably deployed only at squad or platoon levels
