The idea that god both punishes and rewards was how the jews saw it. Right up until their land was conquered and a bunch of their high-caste members were taken into captivity in Babylon. It was there they learned about the concept of an opposer from the Zoroastrians. They liked it so much that when they were freed, they went back to their turf and rewrote a bunch of what we call the Old Testament to include this concept. This is how the satan was born. They didn't do such a thorough job (pun intended) though, since they missed a bunch of the instances, which survive to this day.
