Of all western countries I only know of the US where such a procedure is legal in many states.
Third, we are decades, no, probably centuries away of this becoming socially acceptable on a wide scale. Imagine "the talk" you'd have to do with your wife. "Well, honey, I just want our kid to be a sexually attractive, pale white girl with blond hair and blue eyes and a well built ramus with good forward growth". This is insane. How would you even talk about it?
