I did a bit of digging and this is entirely because "Slovenia has 17 years of combined education on average" vs "Austria has 12 years of education on average".
Its a completely irrelevant metric. Funny how their HDI is so high, but all young Slovenians go to Austria or Germany.

Do you know who you get? Our education system is Soviet inspired based on points, so all of those people who don't have enough points to make it into university of their choice, you get those
Because Austria doesn't have a Soviet-Point system. You select a uni, pay, and you're in.
