Some people say it's "revenge" for the opium wars but I doubt that's really how they think desu. Most likely their leaders have a "meh, who cares" attitude. It really should be the job of America's leaders to do something about it, but they don't care enough apparently.
But I think that there's something else behind it. American businesses and the whole financial sector have been making A LOT of money trading with China. But for many reasons it might not remain this way forever. Not to the same extent. A lot of it had been at the expense of the American working class and they're getting mad. Also China's massive economic expansion can't last forever. They no longer have the cheapest labor. Their population is aging rapidly. And they're not willing to "open up" their markets to let America conquer them financially. But American corporations don't want the gravy train to end, they want the most profitable trade deals despite circumstances not really permitting it anymore. And I think that fentanyl is part of that trade. In an informal way. China gives American corporations somewhat more favorable trade deals than they would be willing to accept otherwise (I think, it large part related to copyrights and royalties, some things that they might consider undue "rent-seeking"), in exchange for circumstances somehow making fentanyl an "unsolvable problem". I think a lot of powerful interests both in the US and in China are lobbying for make the drug flow unstoppable in practice because it's all part of a grand bargain to "bribe" China into accepting the deals that corporations want for just a little bit longer.
Not that China are the only ones profiting from it, but they're one of the big players and they dragged American corporations into it (which can then lobby government into inaction), as they often do.

I'm live training the bassist and drummer... both quite competent... sound system is semi-pro. Cute looking girl is attending to my little dog. My freshly purchased tall cans of Belgian Ale are sitting stray on the sidewalk... thought to myself, "Wild. Bottom line is that life is a pretty sweet fruit - even if you're an unapologetic drunk like myself.
