False. That's the line the Republicans have tried to give but the expected cuts are in the 450 billion dollar range. Also red tape will make these benefits much harder to get for everyone. Furthermore, hospitals all over the nation rely on medicaid. If they aren't earning as much for it they'll just charge you more.
