They went after the easiest to convert people first to create a movement. Namely single woman who are at the end of their reproductive years and fringe Christian groups. From there they converted young woman and weak men. Then they had a loud enough majority that the sheep fell in line. Every man who doesn't have something wrong with them will find 14-16 year olds physically attractive but shame themselves into not admitting it and are terrified of someone finding out.
