From what little we know Iran’s military is a small and schizophrenicly armed force mostly of 1970s and newer tech in random quantities.
Seems likely Iran only really equipped itself to hunker down and draw the enemy in while having old and more limited AA capacity and launch rockets in the meanwhile.
Iran either was forced into paper tiger status with an inability to acquire or make modern AA or miscalculated how effectively it could just turtle and wait an enemy out.
