The schools do the literal opposite.
It's a competition of who sits quietly and who's the most obedient to the teacher. As you can imagine, women win this competition overwhelmingly.
The academic work only goes the speed of the dumbest kid in class. So for public schools, especially in areas that have even a small amount of minorities, children are "educated" at the speed you'd educate someone with a 65IQ.
By the time they're of age where they start splitting the kids into tiers (like the GATE program), most of the males are checked out and ambivalently going through the motions so they can go home and play video games.

Pol Pot basically tried this, his idea was "rural life is the best life" so he forced all the cityfags to live the rural life.

We need to do something more like Jamestown, "he that shall not work, shall not eat". Between ages 14-18 the bottom 10% of high school will be ejected and disallowed from living with their parents. They must either live independently, or the males may marry a roastie, the females may marry a man, who is more successful, in which case the marriage must bear children within 3 years. Homelessness will be outlawed, homeless will be roped up and put into work camps where housing is provided, but food only for those who work. No work, no food.
