Remember that these maps are usually made by academics or NGO's. They'll ignore things like hatespeech laws when considering freedom of speech. They'll ignore Western countries banning opposition parties while condemning any unfriendly country whose government commits the sin of actually being liked. Notice with foreign governments the narrative is either that they're unpopular and will have a revolution any day now or they're so "popular" that it's proof of authoritarianism.
