I’m not sure why loss leading should be illegal, that seems like a spurious complaint honestly, lots of retailers sell certain items at or below cost with the hope of making up the difference elsewhere, and even among ones that don’t the principle is still in play by selling certain things BARELY above cost (at a rate where if that was all you sold, you couldn’t cover operating expenses) and slapping a huge markup on other goods to compensate.
