Those fund amounts are largely highway funds, and in some cases payments for military bases. Highway funds are issued proprotional to population and are mostly matching funds - so you can only get as much as you can match. The red states have more and more population, and have healthier economies so they can afford to play the highway fund game. Have no fear - in terms of actual "welfare" checks, the blue state urban centers still lead the pack. They are still getting more government cheese than anyone else.
Many of the southern red states, for example, are those states that have the highest percentage of black populations (>30% in some cases). They are receiving a sizeable share of benefits, but not voting Republican. Western red states have a lot of national parks and large tracts of federal land that require massive federal funds to upkeep, but not much of a population base to pay taxes. Ditto for military bases. Disaster relief is another one; hurricanes tend to hit mostly red states. Farm subsidies in the midwest. And so on. In other words, you can't really make sweeping conclusions without digging a little deeper.
States do not pay taxes; people pay taxes. How much do red voters pay versus how much they received compared to what blue voters pay versus what they receive.
