Got a 500 gallon livestock tank as a pool for the ducks, with a 50 gallon tank above it set up as a filter.
Built a archimedes screw from 4" PVC pipe and power it with a small DC motor. It moves A LOT of water, but can only lift it a fairly short distance.
Wired 3 batteries in parallel to triple the amp hours and run the motor longer. Keep them topped off with a livestock fence solar panel charger.
You can operate it from the front porch with a garage door opener. Push the button, let it run for 10/15 mins and the water is reasonably clean. Make sure when you site the big livestock tank, you point it slightly downhill on a 2 or 3 degree slope with the drain pointing downhill. Easier to empty it that way.
Also, have a way for the ducks to get in and out - having a couple 2x4's supporting a little waterproofed plywood as a floating ramp will help them. You can put something like skateboard tape on it or not if you want. It works, but you have to keep reapplying it because it degrades over time. I eventually did away with it.
This is the type of archimedes screw I built.
Using a heat gun will make things much easier.

You are not stupid.
As much as I like purple cows, Gstaad and B&T, I suspect you "got lucky" with some kind of app or tech thing involving coding or writing programs because your intelligence and education - while undeniable - is undermined by a lack of worldly experience common among the Engineering class. I know - I am part of that class and I see it all the time - the overanalytical and systemic way of thinking is self-inflicted myopia.
Two things you are overlooking:

The people who will run this hypothetical system of yours are loyal to two things: Themselves and the system itself. They don't give a damn about the people they are supposed to be caring for or serving.
This is why the question "Where do you see yourself in 5 years?" comes from - they are looking for people who will be loyal to the system itself. Every decision they make benefits themselves directly, or it benefits the system itself, which benefits them indirectly.
Each one shares a tiny fragment of responsibility for when things go wrong.
And because all are responsible, then none are.
And the system itself is doomed to fail because the underlying foundation - the people they are supposed to serve, which sustains the system - will degrade and become corrupted thanks to their self-serving nature.

Certain acts are bad, wrong and evil
Running around collecting data on everything, including data itself, is in and of itself wrong and evil.
Moral ambiguity with regards to this has led to things like your own phone eavesdropping on you in order to sell you more crap more efficiently - or worse: what data is collected is just sold off to others who then resell it to others and on and on...
