They are. It's the same in the US but you are dealing with large swaths of land and therefore see less enforcers, which means more chances to get away with it. In Germany it's more dense and they are everywhere. You try to overnight in some rest stop(non-paying) with your camper van, the local cops will flush you out since their patrolling areas are much smaller and they check those stops every night, it's because they are free and people don't want to pay and ID themselves to overnight in some dedicated overnight rest stop.
