China only allows people with high IQ's and good grades in school to join the communist party. They deem IQ as a measure of intelligence and school grades as a measure of work ethic.
They then have a complex system whereby you start a low rank not having many burdens but if you perform well your promoted. People who perform bad are demoted.
Promotions and demotions are based on hard statistics such as the growth rate of your state run enterprise relative to the growth rate of that sector in the economy.
You can think of China as like a giant company where by only people with high IQs are considered for very low management positions then later get promoted doing various jobs at the level they are at. For example the leader of the space program was then moved to managing a city which was deemed to be approximately the same difficulty as the space program. Lower level communists might run smaller state run companies.
China is like an IQ dictatorship where different high IQ people compete for various jobs whist the low IQ people are left as mutts not allowed to have any management power.
A lot of regular jobs almost treat having CCP membership like having a degree. Like they know if someone is a CCP member they are smart and work hard.
