no. Iraq didn't have a functioning nuclear power plant at that time, it'd been killed off in the 80's by Israel, and dismantled after 1991.
They didn't have the means for making nuclear weapons.
Iran on the other hand, did, and seems to be set on rebuilding its capability to do so asap.
Iraq's reactor got bombed in 1981 and they never brought it back online, nor built any new ones. Iraq's nuclear weapons program was effectively killed off. There was no justification based on nuclear weapons to invade Iraq.

I don't really buy it being "for Israel" much either, as Iraq wasn't really messing with Israel at the time. I think the motivations were a lot simpler:
1. W wanted to nail Saddam because Saddam had tried to have his dad assassinated, so it was personal.
2. We'd failed to find Osama bin Laden in Afghanistan and he needed a win to help him win the election later that year in 2004. Note that W tried to tie Saddam into 9/11 even though there was no real connection between the Saddam regime and Al'Qaeda. Like if you ask NPC's why we invaded Iraq they'll either say WMD's or 9/11.
