If there was really nothing actionable on the list, they would have nothing to lose from being transparent about it.
But the case has passed through multiple administrations since then: starting off in Trumps hands, then to Biden, and now back to Trump. Since it has not been revealed, if it exists then that means that the damage is so widespread that no one can afford to act on it because its mutually assured destruction. Trump can't use it against his political enemies without dropping the bomb on himself as well (and it has to be HIM thats on the list, because Trump has no political allies that he values enough to not burn them along with his enemies), and Biden likewise can't use it against Trump or other Republicans because of the democrats or DNC donors that would be caught in the crossfire.
Its a weapon that kills the enemy, but also whoever wields it.
