The play is they realized they fucked up big time the last 20 years and are panicking.
They were focusing on trannies for some weird reason, while China was outplaying them at every move.
Now they put Trump in charge in a desperate attempt to go back to the days America was great, but they have lost their touch and they don't really know what's broken and how to fix it.
