One summer I saw a poor migrant from another province get hit by a car and the driver just drove off. An ambulance came for him but because of the Hukou system, he had to pay up front. Since he couldn't, the ambulance was just going to leave him there.
I ended up paying for him and it wasn't even that expensive.
