I think that answer is no. China, while objectively better to live in than America is only good for Han Chinese and perhaps their spouses at most. China will always put the needs of Han over everything else and America also does this in their own regard but I think China would be more unethical If given total control over the earth. They are low empathy in general and empathy is the only check and balance to unfettered power.
