The US going into a recession in 2008 triggered an even worse recession in Japan and other big countries

Japan and China owning so many bonds is just assurance and some leverage in trade

Look up the Plaza Accords. You would be twice as wealthy today if we weren't financially exploiting Japan with the yen-carry trade. To answer your question, you are an occupied nation and you do what the US tells you to. Japan tried to dump treasuries last year and within a few hours they stopped after they got a nasty phone call from their masters. Yukio Mishima was right about everything.
