Atmosphere is thin so no potential for wind energy.
The only viable energy source for large scale habitation would be nuclear reactors.
We are only now beginning to develop deplorable small modular reactors for terrestrial applications.
Making even a simple settlement on mars viable would require putting one on a fucking rocket and sending it there pre-assembled.
Difficult but not impossible.
The real problem becomes: then what?
Why do it at all?
The Europeans colonized the America's because there were valuable resources that could be harvested and processed and sold in European markets.
There is not a single thing on mars that it makes economic sense to extract and send back to earth.
