The difference was that Trump's outsider image was trying to sell an image of unearthing the truth from the "deep state". It's just standard deflection from these types. Not saying she's not on the list who knows but we do know that not publishing the lists when they finally get into power gives us insight into the fact that this administration has an incentive not to do so.
There can be many reasons not to publish the list such as protecting victims but the trump admin promised to do so as they voluntarily took that responsibility upon themselves.
