Shaped charges penetrate armour by projecting a pinpoint jet of molten metal at incredibly high temperatures and speeds, but if that jet is exposed to air it quickly cools, diffuses and loses its penetrative power. Cage and mesh 'armour' triggers the contact fuse before it makes firm contact with the actual physical armour, making the jet travel through several inches of air before it hits metal. Under ideal circumstances this completely degrades the effect of the charge, though as you can probably guess from the high rate of vehicle casualties in this war, it doesn't always work as advertised.
Many anti-vehicle drones carry a shaped charge warhead literally stripped directly from an RPG or ATGM so cage armour is an inexpensive way to improve protection against them. It helps that the cages are light enough to be mounted all around since drones can easily circumvent the better-protected parts of a tank.
