Youtube is unusable without a vpn. Any free one will do, so not much of an issues.

Evey now and then they block vpns on mobile carrier networks, the block usually last 4-24 hours at the time, couple time a month.

I couldn't post on 4 chan for couple of days this months.

The overall quality of interner surfing experience got a bit lower, but nothing too terminal yet.

A prolonged total blackout is highly unlikely, that would basically stall the economy.

I can confirm that there is no internet shut down in Russia right now. At least not in Moscow.
