The monarch is descended from or a representative of the most powerful deity, therefore we are beholden to the authority of the state, but our individuality lives on through our personal deities. That's polytheism.
Catholicism does the same thing with praying to saints. However, the central deity that unites us takes priority, meaning the state takes priority. Our individuality is minimized.
Protestantism takes this even further by getting rid of saints. ONLY the state takes priority.
Polytheistic societies simply won't be able to compete against a monster like that.
