What we need is proof for a dose response. The more of substance X you get the more risk of Y you get.
Unfortunately I think cancer has many different causes so to untangle the mess and figure out what exactly causes it isn't trivial. It also doesn't help that there isn't one single cancer, but multiple cancers and different substances effect the risk for different cancers

What makes things worse is that the cancers diagnosed today may have occurred in childhood, and that may have been 30-40 years ago or more. Good luck trying to work out what they were exposed to that long ago, we don't have the data.
