What reason do people have to be there in the first place? What industry or other reason for people to gather there is there? That's how towns and cities actually start and without it nobody goes there. What they should do is start with the industry and then building housing for the workers, then services for those workers, then better infrastructure for all this, then keep building up in stages like that.
