If black people are 13% of the US population. why does it seem as if they are everywhere? How are they even able to live among white people when their income is so low?

Americans in general perceive that there are way more than there are. Most likely explanation is massive overrepresentation in all forms of media. Unless the official figure of ~50 million is massively wide of the mark.
